In 1970, non-Indian law enforcement agents began to crack down on Puyallup fishers who, desperate to feed their families, ignored the ban. The agents harassed the Indians, confiscated their traps, hauled them off to jail, and even tried to run them over with their powerboats. A group of Puyallup, including Bennett, responded by setting up an armed camp on the riverbank.
